As a province of lacking resources, it has changed into a big economic province of wealthy people and lively economy. Its economy of continuously and quickly development has already been called 'Zhejiang phenomenon' which has caused the people of the whole country's consideration. In the paper, the author introduces the obvious weakness of Zhejiang and its glorious achievement in recent years. Based on it, the author analyzes Zhejiang phenomenon from the objective existing environment, Zhejiang spirit and creative government system in the deep level.
