摘要
运用政策分析法,从准入类政策、支持类政策、课程类政策三个维度阐述了中国和澳大利亚高等融合教育政策的发展历史和主要内容。在三个维度之下,中国和澳大利亚的高等融合教育政策呈现不同的发展特点,进而结合政策分析原则,从政策的完整性、科学性及创新性对两国高等融合教育政策进行比较和分析可知,中国高等融合教育政策的发展需要发展评估政策,提升政策的完整性;需要完善计划类与保障类政策,提高政策的科学性;此外,政策工具理论需与实证相结合,以推动政策的创新。
Utilizing policy analysis method,this article summarized Chinese and Australian higher inclusive education policies’development history and main content.It also compared and analyzed the content from completeness,scientificity and innovativeness based on policy analysis principles.At the end,we concluded that Chinese higher inclusive education policy’s completeness and scientificity should be promoted and policy innovation system should be set up.
