“互联网+”驱动下的城市社区居家养老服务优化研究

Service Improvement of the Urban Home-based Services for the Elderly

随着城市社区老龄化的加速,养老服务需求的日益呈现多元多层次化等特点;而相应的为老服务供给机制不完善、不健全等问题,导致城市社区居家养老服务供求矛盾日益突出。在应对上述问题方面,"互联网+"因与社区养老服务深度融合、打造养老服务新业态而发挥着重要作用。尽管如此,"互联网+"在重构和拓展社区养老服务中仍存在各种问题,如技术推广问题、数据安全问题、监管评估问题。于是,完善"互联网+"社区养老服务模式,提升养老服务水平,就需要在养老服务平台的优化设计和使用者的教育培训,数据的安全管理与相关法规制度的完善,网络平台的监督与评估机制的构建等方面着手。

With the acceleration of the aging,the demand of services for elderly shows the characteristics of multilevel and diversification, in addition to the corresponding problems which are caused by the imperfect and defective mechanism of the elderly services, an increasingly prominent contradiction between the actual supply and demand of urban home–based services for the elderly emerges. In response to these contradictions, the deep integration of "Internet+" with community home–based services to create new service plays an important role. There are, however,many problems with "Internet+" in the reconstruction and expansion of the home-based services, such as issues related to the use and promotion of the "Internet+" services, to data security, supervision and evaluation. Therefore, to improve the "Internet+" services model requires the optimized design of the platform the training of users, the improvement of related laws and regulations, and the development of the mechanism of the platform supervision and evaluation.
