连片特困地区区域发展与扶贫攻坚战略的全面实施,标志着我国扶贫工作开始探索一条持续内生减贫道路,力图通过区域协调发展实现贫困治理,以精准扶贫、精准脱贫实现区域协调发展。进入扶贫攻坚新时期,连片特困地区、深度贫困地区获得了前所未有的发展新机遇,但同时也面临诸多新挑战,发展"不平衡、不充分"问题并未得到根本解决。构建有助于区域经济一体化发展的跨界合作体制机制不仅是此类特殊贫困地区脱贫发展的内在要求,也是其实现脱贫发展目标的重要途径。以片区公共服务一体化为切入点,通过跨界合作、协同治理、同频共振,最终形成"优势一体发挥、资源一体配置、政策一体覆盖、产业一体布局、利益一体共享"的一体化发展和跨界贫困治理大格局,才能切实推动片区如期脱贫摘帽,确保2020年与全国同步全面建成小康社会。

The comprehensive implementation of the strategy of regional development and poverty alleviation for contiguous destitute areas indicates that China has begun to explore an approach to sustainable and endogenous poverty alleviation,trying to achieve poverty alleviation through regional coordinated development,and achieve regional coordinated development through accurate poverty alleviation/reduction.In the new period of poverty alleviation,many new opportunities have been created for the contiguous destitute areas and poverty-stricken areas,but there are many new challenges.The problem of'imbalanced and inadequate development'is yet to be solved.It is not only the inherent requirement of poverty alleviation and development in such special areas,but also an important way to achieve the goal of poverty reduction and development.We must establish an integrated pattern of development and poverty alleviation through cross-border cooperation and governance,so as to optimize'utilization of advantages,allocation of resources,implementation of policies,distribution of industries,and sharing of interests'.Only in this way can we complete the great task of poverty alleviation in contiguous destitute areas,and ensure the realization of the overall well-off society in 2020.
