Consummating the decision-making and consulting system by fully use of the specialists and the scholars

北京作为首都 ,科研的人力资源十分丰富 ,分布着“五路大军”、“六大板块”。这些机构和人员通过各种形式 ,在政府的决策中起着积极的服务作用 ,推动了北京各项事业的发展。但与资源优势相比 ,开发和利用专家学者的作用上仍存在问题 ,作者认为应该采取完善政府决策咨询制度 ;建立畅通的沟通渠道 ;创建高效的组织协调机制 ;搭建政府决策支持平台等措施。

As the capital of the country, Beijing possesses of a great many human resources in scientific research which are distributed in different agencies. The agencies and their staffs as well have been playing important roles in the government's decision making. However, in comparison with the advantages of human resources, there exists an insufficient use of the specialists and the scholars. To deal with this problem, a lot of measures need to be carried out.
