明确政府与市场在社会保障制度中的职能定位是社会保障制度设计与模式选择中首先应解决的问题。各种制度环境因素对社会保障制度中政府与市场关系的影响不同,在不同的制度环境下政府与市场在社会保障制度中的职能定位也不同,我国社会保障制度中政府与市场的关系应是:坚持政府主导型、加大对社会保障的干预力度、培育完善市场建设,充分发挥市场机制在社会保障中的补充作用。

To identify the function orientation of the government and the market in the social security system is a basic problem of choosing and designing social security system mode. The thesis discusses the different effects of each system upon the relations between the government and the market in the social security system, analyzes the function orientation of the government and the market in different system circumstances, and provides some policy suggestion to the Chinese social security system mode designing.
