治理现代化与社会建设:社区志愿服务发展的分析进路

The Modernization of Governance and Society Construction——The Research on the Development of Community Voluntary Service

社会结构转型、治理体系的变化和人口结构的变化给社区志愿服务发展带来时代挑战,社区志愿服务的问题不仅在于志愿者参与和志愿服务供给不足,更在于如何形成有效的、具有征信功能的社区志愿服务平台,形成高效的资源和服务输送,实现社区服务与志愿服务衔接及利用技术进步实现服务精准供给。本文认为社区志愿服务模式应基于治理技术提升,结合国家培育与社会发育,建立一个统合的分析框架:其一,将社区志愿服务的发展嵌入国家治理能力和治理体系现代化中,是从自上而下的分析路径考察志愿服务如何助推国家治理;其二,将社区志愿服务的发展融入社会治理与社会建设的背景中,从自下而上的分析路径讨论志愿服务如何激发社会活力、重建公共性。

The transformation of social structure,change of governance system,and diversification of demographic structure have brought challenges to the development of community voluntary service.The problem of community voluntary service is not about the insufficient participation of volunteers and the inadequate supply of volunteer services,but how to form an effective community volunteer service platform with credit information,so as to connect the community service and voluntary service and to achieve precise service supply with technological means.This article believes that the community voluntary service should integrate natioanl governance and society construction together in the context of the improvement of governance techniques,and establish an integrated analytical framework:from a top-down perspective in examining how voluntary services can promote national governance,the development of community voluntary services should be analyzed in the context of the modernization of the national governance system and capabilities;from a bottom-up perspective in exploring how voluntary services can stimulate social vitality and rebuild publicness,the development of community voluntary services should be integrated into the background of social governance and social construction.
