This paper introduces the network structure of GPS/GSM/110/Internet for localization by satel- lite,giving an alarm,monitor and communication system.It also introduces the drawing out of protocol for data communication,the function of information platform and the mode of data processing,etc.It describes the demonstration project of four networks unifying in Henan province briefly.
