摘要
英国国家卫生服务系统(NHS)成立六十年以来,为提高国民的健康和生活质量起到了重要的作用。但也存在诸多问题,历史上工党和保守党两党政府围绕如何提高NHS效率进行了一系列改革。文章针对2008年英国卫生部在全国范围内推行的"联合诊所"的构想,对英国NHS服务模式的改革历史和现状进行了分析,并述及这一新的服务提供模式改革所带来的争论,进而讨论了联合诊所的普适性以及给NHS可能带来的机会与风险。
The NHS has played an important part in improving people's health and their live quality since it founded 60 years ago.Although both the Labor Party and the Conservative Party have taken innovation centralized in promote the effect of the NHS,the problems are still existed.Inspired by the propose of constructing policlinic around the Britain by Department of Health,the paper analyses the service pattern of the NHS and its reform.The controversies on the new reform are also presented in the paper.
