On the Transformation of Government Function and the Reform of Administrative System——The Interpretation of the Fourth Part of State Council's "Fully Advance the Program for the Implementation of Administration by Law"

The transformation of government function and the reform of administrative system are the systematic basic of government administration by law, which is regulated specially by the State Council in the fourth part of "Fully Advance the Program for the Implementation of Administration by Law". This article firstly studies the theoretical and practical problems of the transformation of government function and the reform of administrative system, for example the necessity, western countries’ experiences of reforms, our country’s existing problems, improving ideas and the problems which should be paid attention to during reforms. Then, the article discusses and analyzes the fourth part of "Fully Advance the Program for the Implementation of Administration by Law", which can interpret the coming ten years’ detailed objectives and tentative plans of the transformation of government function and the reform of administrative system.
