摘要
人力资源开发是经济欠发达地区建设小康社会的重中之重。通过对经济欠发达地区人才资源匮乏的原因分析 ,探讨了在经济欠发达地区构筑人才高地的紧迫性 ,确定了构筑人才高地的含义、特征、目标及所要求的相关政策体系。
The exploitation of human resources is one of the most important things to construct the ideal society in undeveloped area. By analyzing the cause of the lack of talent resources and discussing the urgency of building a talent plateau in undeveloped area, the meaning, character, aim, and the relative policy system of constructing the talent plateau are determined in this paper.
