摘要
考察邓小平人才思想三个重要命题及其逻辑联系,结合时代背景和中国改革开放的实践,揭示邓小平人才思想的精神实质以及对新世纪人才强国战略的意义:1.在认识层面,“关键在人”,把人才的重要性提到战略高度来认识;2.在价值层面,“尊重人才”,激发人才的内在积极性;3.在实践层面,塑造人才,“打破常规去发现、选拔和培养杰出的人才”,为人才提供良好的条件,促进人的素质的提高。
The paper reveals the essence of Deng Xiaoping’s thought on talents and its strategic significance in the 21st century, after analyzing its three key propositions and their relationships. At the level of awareness, “talents as the key” recognizes the strategic significance of talents; at the level of value,“respecting talents” triggers the initiatives of talents; at the level of practice, “discovering, selecting and fostering talents by breaking conventions” provides favorable conditions for the development of talents.
