The New Strategic Triangle: U.S. and European Reactions to China's Rise

摘要近期以来,欧盟解除对华军售禁令的问题再次引发美欧关于“如何看待中国崛起”的辩论。美国《华盛顿季刊》(2005年夏季号)随即刊发了中国问题专家沈大伟的“新战略三角:美欧对中国崛起的反应”一文,为读者分析美欧解读中国问题的视角、寻找美欧对中国崛起作出不同政策回应的原因。作者在文中提出建设一种有别于冷战时代美中苏三角关系的中美欧新三角关系,以此推动中美欧的三边合作和积极对话,使之成为全球治理的有效工具。本刊在征得作者同意后,对文章稍加删节予以译介,以丰富读者的阅读视野、全面了解西方学者的观点,从而对中美欧三边关系具有更为清晰的认识。 Sharing overt convergences on China's importance in world affairs, the US and the EU perspectives differ in global order, challenges arisen with China's transitions and the resources to be invested in Chinese studies. The transatlantic tensions over the arms embargo toward China highlights how deeply divergent such allies could become in face of a new strategic balancing power. The author suggests not only to have a reasonable estimate of such agreements or disagreements but more importantly to facilitate constructive interactions among the three key players to meet global challenges.
