Discussion on Construction of Opening E Platform of Agricultural Technology Demonstration

为解决目前我国农村地区利用互联网推广农业科技因受到推广受体、电脑设备和网络运行机制等工程构架的制约而停滞不前的问题,运用实证分析的方法提出了开放式农业科技推广E平台建设思路,采用公司化运营机制和“农民网吧”的体现形式。经过试点证明,该平台具有功能开放化、内容通俗化和信息运行集成化的特点,可以综合发挥政府、电脑制造商、网络运营商、信息提供商和软件开发商的积极作用,这种新的平台构建思路可在参与各方关系协调、政府适当补贴、内容实用的前提下,在城乡结合部推广应用,不仅能有效地克服现行模式的不足,还将提高农业科技成果转化效率,加快农业信息化建设的步伐。

According to the investigating results that promoting technological generalization through internet in rural areas was restricted by multiple factors such as agricultural extension receptors, computer facilities, and network running under current conditions. It was approved that the construction of opening E platform, which carried out by means of business management mechanism and expressed as rural netbar was a good method for technological generalization. It has the properties of function oppening, content popularization and information runing integra- tion which can bring the government, the computer maker, the network server, the information supplier and the software developer into play greatly. The new construction method of E platform could be applied in country areas under the condition of participant agreement, enough funds from government and appropriate content to accelerate the construction of information society in rural areas.
