村民自治背景下村级党组织领导的现状调查与分析

An Investigation and An Analysis of Current Situation of Party Organization at Village Level against the Background of Villagers' Autonomy

村级党组织的领导地位和领导作用大致可以从客观表现和主观感受两个方面进行考察,具体包括:村级党组织对本村各类事务的决策权;村级党组织与村社区其他基层组织的相互关系;村级党组织的凝聚力、吸引力;村级党组织的动员力和号召力;农村干部群众对村级党组织领导地位和作用的主观感受和评价。调查表明,从总体上看,当前村级党组织在村社区的领导核心地位是巩固的,村级党组织大都在不同程度上发挥了领导核心和战斗堡垒作用,广大村民对村级党组织是信任和拥护的,村级党组织在农村社区仍然享有较高的威信。另一方面,与过去相比,村级党组织在农村社区的地位和威信客观上有不同程度的下降,村级党组织发挥领导核心作用和战斗堡垒作用的情况不甚理想,村级党组织的凝聚力、吸引力、动员力和号召力有所降低,对农村社区的控制能力减弱。

An investigation shows that the key leading position of the Party organization at village level, in general, is stable, that these organizations play the role of key leadership to different extent, and that broad masses of villagers are confident of and endorses them. On the other hand, compared with the past, the standing of these organizations with the public is decreasing to a degree, some of them do not play the key role, the cohesive force and attractiveness are reduced, and their control of rural communities is diminishing.
