摘要
将承包商的质量行为分为正向和负向两类。基于效用理论,建立承包商实施这两类行为的效用现值模型,通过求解和分析,得出其行为选择的动因和防范其选择负向行为需要满足的条件。在此基础上,从监督力度、努力程度和贴现因子3个角度,研究了规范承包商行为的对策。结果表明监督方应实施间接监督;工程质量奖应有确定的范围;政府和业主应引导承包商看重长远利益,并在选择承包商时更重视其信誉和业绩。
Contractor' s behavior is divided into two kinds, positive and negative. Based on the utility theory, a utility value model is set up. Reasons for contractor' s behavior and preventions for negative behavior are found by solving and analyzing the value model. On this basis, countermeasures that can normalize contractor' s behavior are studied from the perspective of supervision, effort degree and discount factor. It is concluded that supervision departments should exercise indirect supervision, Project Quality Awards should be given in a reasonable interval and Government and owners should lead contractors to the value of long-term interest and should attach much importance to contractor' s performance and reputation when choosing contractors.
