摘要
作者从暴雨形成的环境背景、暴雨水汽来源及路径、暴雨过程及洪水时空分布、洪水稀遇程度和洪水特点等对新疆96.7洪水进行了探讨,并综合野外考察结果,通过列述有关证据对洪水的成灾方式、致灾原因进行了详尽分析。
During the second and the last ten day period of July,1996(96 7 for short),an exceptionally great flood disaster occurred in Xinjiang.The flood was induced by rainstorm,and both the rainfall and the lasting time of the rainning have never been happened ever since recorded,and the rainfall is about 40~80mm in most places and more than 100mm in some places.The rain area is about 600000km 2,which leads to enormous flood occurred in great number of rivers in Xinjiang simultaneously.The flood peak discharges of the overwhelming majority rivers are all time high,and the three day flood volume takes up 10%~15% of the total runoff of those rivers. The flood destroied the key water control installations,main canals or reservoirs firstly,and then,flooded the towns and villages,highways and railways,crops and grasslands,which caused heavy losses of economy and life and property.The causes of the 96 7 flood disaster can be concluded as follows: 1)high flood peak discharge and huge flood water volume, 2)lower flood preventing standard,inferior construction quality,unreasonable engineering design such as no spillway for reservoirs, 3)improper management,imperfact organization and insufficient flood consciousness.
