商品的环境经济属性与区际环境影响研究

Study on Environmental Costs of Commodity and Inter-regional Environmental Influence

文章从商品的环境经济属性出发,分析商品在生产、交换、使用、废弃等生命周期过程中对生态环境的影响,通过对商品在区际流通过程中对不同区域环境成本和环境影响的分析,得出两个一般性结论:区际生态环境利益不公平律和区际生态环境影响不平衡律,从而揭示了隐藏在商品市场交换背后区际环境利益不公平的原因,为实现区际生态环境补偿、解决区域环境问题提供了理论指导。基于上述结论,文章对减小区际环境影响和环境贸易逆差、改善资源型城市生态环境以及构建健康和谐的区际生态环境关系等若干问题提出了对策建议。

By discussing the process of common commodities＇ currency and analyzing environmental values and influence of each period of commodities＇ lifecycle, the authors bring out general expressions of negative commodity and draw following conclusions： 1） the law of inter-regional environmental interests＇ injustice; 2） the law of inter-regional environmental influence＇s imbalance. The former means that negative commodity＇s currency causes unfair environmental interests on condition that environmental cost is not or only partly counted; The latter＇s connotation is that even if environmental cost is completely counted in commodities＇ currency, different regions will have different environmental influences, for commodity＇s environmental values is separated from or not completely accord with its environmental influence and different commodity has different environmental cost. Thus, the thesis reveals the unfairness of inter-regional environmental interests that hide behind the commodities＇ seemingly fair trade, which sets up a theoretical foundation for inter-regional environmental compensation. In addition, the authors pay attention to westward exploitation of China, and bring forward some suggestions based on inter-regional environmental influence.
