提高扶贫资金使用的有效性和针对性研究——以温州市为例

Study on Improving the Effectiveness and Pertinence of the Utilization of Poverty Alleviation Funds——A Case of Wenzhou

温州市公共财政为欠发达地区提供公共服务和公共产品已初具规模,积累了不少经验,农民增收任务取得良好成绩。通过调研发现,欠发达地区经济发展过程中存在的问题也很多,不仅公共产品严重缺乏,而且公共产品提供的机制和过程也有许多问题,严重制约了农民增收。在欠发达地区遇到的最大难题是如何整合方方面面的资源,强力推进欠发达地区实现连片、整体、跨越式的发展,使地区经济综合实力、区域竞争能力、社会发展潜力得到全面、快速、健康地发展。温州市一些地区开展的"整体推进富民行动"试点工作为此提供了经验。研究表明,扶贫资金投向应随着经济形势的发展和变化进行适当调整,以提高扶贫资金使用的有效性和针对性。以典型案例为主线提出了相应的政策建议。

It has taken shape and obtained much experience that public finance of Wenzhou providing public services and products for underdeveloped areas, and the task of increasing farmers＇ income has obtained good achievement. There are many problems in the process of economic development of underdeveloped areas, such as public products are serious lack and some problems existed in the mechanism and process of providing public products, which seriously restrict the increase of farmers＇ income. How to integrate resources, promote the realization of overall and great-leap-forward development, make the comprehensive economic strength, regional competitiveness and social development potential obtained all-round, rapid and health development are the most difficult problems in underdeveloped areas, which are provided experience by the pilot work of the ＇ Whole Advancement of Enriching People＇ in some areas in Wenzhou. The results show that the investment of poverty alleviation funds should be appropriately readjusted with the development and change of economic situation to improve the effectiveness and pertinence of the utilization of poverty alleviation funds. Taken the typical cases as the main lines, the relevant policy suggestions are put forward.
