On the Industrial Cluster Upgrading Mechanism and the Role of Government

摘要产业集群有多种形式的创新能力形成机制与升级模式。在产业集群升级的过程中,政府的作用不可或缺。中国应借鉴国外经验,制定相应的对策措施,发挥政府在产业集群升级过程中的积极作用。 There are many kinds of mechanisms for industrial cluster to form innovation ability and many patterns for upgrading the cluster. In the process of industrial cluster upgrading, the role of government is critical. China should learn from foreign experiences, work out countermeasures accordingly, and give an active play to the role of government in the drive of cluster upgrading.
