摘要 针对林业行业的地理信息数据格式没有统一规范,并存在重复建设的问题,提出了建立黑龙江省林业地理信息公共服务平台的构想.依据黑龙江省地理空间框架数据标准体系,结合林业行业特点和《数字林业标准与规范》中的相关标准体系,制定专题数据与框架数据空间配准规则相关联的空间数据工业化标准体系.通过技术平台、数据库平台和应用系统平台的设计,在黑龙江省地理信息公共服务平台基础上,增加林业行业基础空间数据和林业综合信息,建立林业地理信息公共服务平台示范工程.该示范工程将为公众用户提供浏览查询基础地图、林业专题地图和林业综合信息的共享服务,为政府及林业部门提供基于GIS技术的森林资源管理、森林火灾预警、森林病虫害监测及生态环境保护等专项业务应用服务,为黑龙江省其他行业提供地理信息公共服务平台应用的典范. In view of non-unified criterion of geography information data format in forestry and data reconstruction,a plan of building forestry geographic information public service platform in Heilongjiang Province was discussed.Based on the geographic spatial frame data criterion system of Heilongjiang Province,combined the characteristics of forestry and the correlation criterion system in The Digital Forestry Criterion,an industrialized criterion system of spatial data was established,connecting thematic data and frame data spatial matching rules.Through the design of technology platform,database platform and application platform,the demonstration project of forestry geographic information public service platform was built on the basis of the geographic information service platform in Heilongjiang Province,with basic spatial data and comprehensive information data added into it.The demonstration project can provide all kinds of services for the users,such as inquiry and browse of basic maps and forestry thematic maps,sharing forestry information.It also provides different special services,including management of forest resources,forest fire warning,forest pest monitoring and protection of ecological environment based on GIS for the government.It gives a public service platform mode of geographic information to other fields in Heilongjiang Province.
