摘要
在归纳和总结国际养老保险基金投资运营趋势的基础上,全面分析了当前我国养老保险基金投资中存在的问题,指出我国基金投资运营中潜在的投资资金积累额不充足、投资工具选择单一、资本市场不完善、投资监管不合理这四个制约性因素。提出应加强养老保险及其投资的法制化建议,放宽国家对养老保险基金投资范围的政策限制,稳步推进投资对象和投资工具多元化,科学分配养老保险基金在各金融资产间的投资比例,切实做实养老保险基金个人账户,并扩大个人账户资产的投资范围,提高养老保险基金投资收益率。
Based on summarizing the trend of international endowment insurance fund investment, the problems existing in our endowment insurance fund investment are analyzed. Four impeditive elements are pointed out in our operation, i.e. the insufficient potential investment fund accumulation, the simplex choice of investment tool, the imperfect capital market and the unreasonable investment monitoring. The analysis result shows that the suggestion of endowment insurance legalization should be reinforced, the national policy limitations on the endowment insurance investment range should be relaxed, the diversification of investment objects and tools should be promoted steadily, the investment ratio of endowment insurance fund should be distribute scientifically, and then the rate of return on endowment insurance fund investment can be increased.
