The Diminishing Publicity of Public Policy:Risk Analysis and Governance

公正性、公平性、公开性是公共政策的基准性价值,是体现政策公共性的基本维度。公共政策必须以追求公共利益最大化为依归,实现公共化运行。然而,在实然层面却存在着公共政策公共性衰减的风险。实现公共政策的公共化运行需要从几个方面着手,其中坚守公平正义的价值取向是前提,提升公众参与水平是根本保障,推进信息共享与程序正义是内在要求。

As to public policy,justice,fairness and openness are its standard values and basic dimensions that reflect publicity. Public policy must be pursued to maximize public interests at heart,and to realize the running of publicity. However,there is the risk of diminishing publicity in the level of practice. The realization of running publicity should keep the values of fairness and justice as the prerequisites; improve the level of public participation which is the fundamental protection; and promote information-sharing and justice process which are inherent requirements.
