The paper explores the call wire prequalification from Shiyan to Tianshui s requirement for human resource,illustrates the countermeasures the bidding documents of enterprises to the human resource needs,and analyzes the enterprise staff s activity of bidding documents for human resource needs,so as to have better effective management and to improve the bidding rate.
