甘肃失地农民社会养老保险问题探究

An Inquiring into the Social Pension of Land-losing Farmers in Gansu Province

随着工业化、城镇化进程的加速,甘肃和全国一样出现了大批失地农民,这一弱势群体绝大部分生活处于"种田无地,就业无岗,社保无份,创业无钱"的尴尬境地。对此,本文阐述了建立完善失地农民养老保险制度的必要性,针对存在的主要问题进行了探析,提出了对策建议,以期引起地方政府高度关注和重视,尽快建立完善失地农民社会养老保险制度,以维护社会的公平正义和和谐稳定。

Along with the industrialization, urbanization, Larger number of land - losing farmers appeared in Gansu and all over the country. The life of most of this vulnerable groups is in the embarrassing state of ＂farms does not have land, the employment did not have the hillock, society guaranteed unqualified,the undertaking did not have money＂. Therefore, this article presents the necessity of the establishment of perfect pension system for land - losing farmers, analyzes the main problems for this matter, and puts forward some countermeasure suggestions, so as to make the Local government to pay great attention to it and to take it seriously. Then they can establish perfect pension system for land -losing farmers as soon as possible, to maintain the society fair,harmonious and stable.
