《里斯本条约》生效后欧盟共同外交和安全政策的前景展望 被引量：2

摘要 2009年10月2日和11月3日,爱尔兰和捷克分别顺利通过了《里斯本条约》,至此,《里斯本条约》在欧盟27个成员国全部获得通过。2009年12月1日,《里斯本条约》正式生效。人们期待着条约生效后欧盟的体制改革能有新突破,推动一体化发展实现新的跨越。由于对政府间主义的强调和对超国家因素的抑制,《里斯本条约》生效后欧盟共同外交和安全政策(CFSP)仍将面临体制机制的制约,不能指望《里斯本条约》为推动CFSP的发展带来立竿见影的效果。
