加强科技创新产业化能力建设,是推动高新技术产业发展,促进科技资源向财富转化的关键。需要从深化科技金融改革创新入手,推进科技金融结合,构建适应于科技创新产业化和科技型企业发展的多元化、多层次科技投融资体系和政策环境;构建支撑科技创新产业化的功能性平台;加强企业和区域信用体系建设,大力培育中介机构发展,服务于科技创新与创业。

Enhancing capacity-building of scientific and technological innovation industrialization, is the key to promote the development of high-tech industries and the transformation from technology resources to wealth. It needs deepen financial reform and technological innovation, to promote the integration of science, technology and finance, construct diversified, multi-level technological and financial investment system and policy environment which are applicable to the industrialization of technological innovation and the development of science and technology enterprises. And we should build platform to support the industrialization of technological innovation; enhance corporate and regional credit system ; and strive to foster the development of intermediary service organizations.
