上海文化创意产业发展的阶段及其政策特征

Analysis of Policy Characteristics of Cultural Creative Industry in Different Development Stages of Shanghai

基于政策视角,通过对上海市政府部门各个时期政策文件的分析,结合各个时期上海市文化创意产业的实践特点,指出上海市政府文化创意产业的发展主要历经了三个阶段,即自发集聚萌芽阶段、跃进式发展阶段和政府引导调控阶段,阐述了各个阶段的政策特征。针对目前上海文化创意产业存在的问题,提出了需要进一步完善的政策建议。

This paper analyzes the policy characteristics of cultural creative industry of Shanghai in three different development stages,which are spontaneous concentration stage,fast developing stage and government guiding stage.This paper also provides some suggestions concerning the improvement of cultural creative industry in Shanghai.
