摘要
国家《公务员法》颁布后,我国公务员绩效考核制度已初步建立并在实践中不断完善。公务员绩效考核的实证调查结果说明,由于思想观念上和管理体制上的原因,我国的公务员绩效考核工作仍然存在着一系列问题。其中最为突出的问题是各级公务员管理部门中缺乏专门的绩效考核机构、考核指标体系设计不合理以及考核方式不合理。解决这三个问题的措施分别是:设立专门公务员绩效考核机构;完善绩效考核指标体系;淡化年终考核,重视平时考核。
Since the promulgation of the Civil Servant Law in China,the civil servant performance appraisal system has been established and continuously improved in practice.The empirical results of this study indicate that there are many problems with the performance evaluation of civil servants.Some of the most prominent problem include the absence of a special agency in civil administration departments at all levels of performance appraisal institutions,inclusion of inappropriate indicators of evaluation in the appraisal system and improper methods of assessment.To solve these problems,this paper puts forward the following suggestions.First,a special civil servant performance assessment agency should be set up at all levels of performance appraisal institutions.Second,the performance appraisal indicator system should be constantly improved.Third,year-end assessment should be downplayed and greater emphasis should be attached to regular assessment.
