“十二五”我国体育事业改革与发展研究

Study of the reform and development of sport undertakings in the "Twelfth Five-Year" period in China

"十二五"时期是中国经济结构转型和发展方式转变的关键时期,是全面启动建设体育强国战略工程极为关键的5年。构建与体育强国战略目标相适应的体育体制和运行机制是确保体育事业全面、协调和可持续发展的基本保障,也将是"十二五"期间体育改革的重大任务。当前体育事业仍面临着人民群众日益增长的多样化体育需求与相对薄弱的公共体育服务产品之间的矛盾、体育管理体制与社会发展环境和要求不相适应的矛盾、体育事业内部发展不平衡的矛盾、体育事业资源配置与市场经济发展要求不相适应的矛盾。"十二五"期间,体育事业的改革要以体育强国建设为总目标,进一步深化体育行政管理体制和事业分类管理体制的改革,加快推进体育事业组织体系的多元化、体育事业发展方式的集约化、体育事业公共服务的均等化、体育事业资源配置的社会化及体育事业公共管理的法制化。

The ＂Twelfth Five-Year＂ period is a critical period for economic structure transformation and development mode transition in China,an extremely critical 5 years for comprehensively initiating strategic works for building a powerful nation of sport.Establishing sports systems and running mechanisms which are in conformity with strategic objectives of a powerful nation of sports is the basic assurance for ensuring the comprehensive,harmonious and sus-tainable development of sport undertakings,also a major task for sport reform in the ＂Twelfth Five-Year＂ period.To-day,sport undertakings are still confronted with the contradiction between the ever increasing needs of the masses for diversified sport and relatively insufficient public sport service products,the contradiction that the sport management system is not in conformity with social development environments and requirements,the contradiction of unbalanced internal development of sport undertakings,and the contradiction that sport undertaking resource configuration is not in conformity with market economy development requirements.In the ＂Twelfth Fiv-Year＂ period,the reform of sport un-dertakings should,based on building a powerful nation of sport as the general objective,further intensify the reform of sport administrative systems and the undertaking classification management system,and boost the development of the diversification of sport undertaking organization systems,the intensification of sport undertaking development man-ners,the equalization of public services of sport undertakings,the socialization of sport undertaking resource configura-tion,and institutionalization of public management of sport undertakings.
