摘要
科学合理预测污染物新增量是确定总量控制目标和制定减排规划的基础.吴舜泽介绍说,相关部门早在2009年就开始酝酿污染物新增量的测算方法,之后编制完成了《“十二五”主要污染物总量控制规划编制指南》,因此测算是统一的、公开的、透明的.
