第三部门在我国兴起的四维条件论

On the Four Conditions of the Rise of the Third Sector in China

改革开放以来,第三部门在我国快速发展起来。第三部门兴起的条件可归结为下述四个方面:公共权力控制方式的松动性变革是第三部门产生和发展的先决条件;传统的"政府-市场"二元体制的博弈困境为第三部门的嵌入创造了机遇条件;第三部门在公共产品供给上的禀赋优势为其介入公共事务治理创设了资质条件;改革的市场化导向和公共服务理念与方式的变迁为第三部门的滥觞与发展提供了动力条件。

The third sector has sprung up in China since reform and opening -up. The article believes that the conditions of the rise of the third sector can be concluded as the four following aspects ： Firstly, the looseness - ori- ented reform of the public power control mode is the prerequisite condition of the rise of the third sector; secondly, the game dilemma between market and government, the traditional dual system, has created opportunistic condition of the imbedding of the third sector; Thirdly, its instinct advantage showed on the supply of public goods has made itself qualified condition of the involvement in public affairs; Finally, the market- oriented reform and the transi- tion of idea and mode on public service have provided motive condition of the development of the third sector.
