摘要
目的:构建社区卫生服务中心全科服务团队分级绩效考核指标体系,建立全科团队绩效考核绩效薪酬模式。方法:主要采用文献研究法、专家咨询法(Delphi)、平衡计分卡法(the Balanced Score Card,简称BSC)、关键绩效指标法(Key Performance Indicator,简称KPI)和层次分析法(Analytic Hierarchy Process,简称AHP)构建全科服务团队分级绩效考核指标体系;利用SPSS17.0进行统计分析。结果:全科服务团队个人绩效实行按岗位职责考核,确定了全科服务团队绩效考核一级指标4个,依据岗位不同确定了二级指标共计36个。考核指标体系有较好的效度和信度(总体克朗巴赫α系数为0.712 1;整个指标体系的内容效度VC为0.740 1)。结论:分级绩效考核指标体系对完善全科团队服务功能、提高其服务效率和改善其服务质量等有着积极的指导作用。
Objective:To establish a classified performance measurement indicator system for General Practitioner Service Team(GPST) in the community health service centers and a performance-based salary model. Methods : Five methods were used to construct a classified performance measurement indicator system, including document study, Delphi method, the Balanced Score Card, Key Performance Indicator and Analytic Hierarchy Process. The data were analyzed by SPSS software. Results: According to the different positions, 4 first-degree indices and 36 secand-degree indices were chosen to construct the system. The results showed that the personal performance measurement indicator system for GPST had good validity and reliability ( Cronbach α =0. 712 1 ;Vc =0. 740 1 ). Conclusion: The classified performance measurement indicator system has positive guidance for perfecting the functions of GPST and improving the efficiency and quality of the service.
