摘要
"2011计划"把高校作为协同创新的组织主体,将创新人才培养过程凝聚在协同创新中心研究的前沿阵地,提升高校人才、学科、科研三位一体的创新能力,有别于"973"等项目以企业和研究机构作为组织协同主体。协同创新中心的治理模式、组织管理和互动条件是落实"2011计划"的核心工作。能动致变的演化机制、优化设计的控制机制及其之间的耦合是保障协同创新成败的关键。
The "2011-Project" takes colleges and universities as the organizers of the whole collaborative innovation to condense the process of fostering innovative talented people into the forefront of the research of the collaborative innovation center to raise the innovation ability of the trinity of talented people,disciplines and research of colleges and universities.This is different from the projects like "973 Project",etc that take enterprises and research institutions as the main body to organize collaboration.The administrative mode,organization,management and interactive conditions form the core work to put the "2011 Project" into practice.The dynamic,changeable evolutionary mechanism,the optimally designed control mechanism and the coupling between them are keys to ensure the success of collaborative innovation.
