在区域发展中找准定位,实质就是竞合发展的专业化和统筹发展的一体化。胶州市立足自身优势特点,明确打造蓝色枢纽的功能定位,无论是从区域战略还是自身创新实践角度,都具有重要的意义。打造蓝色枢纽是一项系统工程,在实践推进中,应建设"两大引擎",突出蓝色枢纽的战略主攻重点;做强实体经济,增强蓝色枢纽的核心发展动力;优化环境要素,打造蓝色枢纽的幸福宜居品牌;创新保障机制,提升蓝色枢纽的社会管理水平。

To correctly locate in the regional development is essentially the specialization of competitive cooperation and integration of overall development. Based on the characteristics of their own advantages, Jiaozhou City has explicitly identified the functional position of the blue hub, which is of great significance both from the regional strategy angle or innovative practice angle. Creating the blue hub is a systematic project and in advancing the project, ＂two engines＂ should be constructed to highlight the strategic main focus of the blue hub;the real economy should be strengthened too to enhance its core developing force. Meanwhile, environmental factors should be optimized to build the brand of happiness and livability and finally protection mechanisms should be innovated to enhance the level of social management of the blue hub.
