我国水产种业发展现状、趋势与对策探析

Analysis of development status,trends and countermeasures of aquatic seed industry in China

水产种业处于渔业产业链的上游,是渔业战略性、基础性核心产业,也是决定现代渔业发展的关键要素。发展养殖,种业先行。本文阐述了我国水产种业的发展特点,分析了科技创新、基础设施和产业开发三要素在水产种业发展中发挥的重要作用。水产种业还需要在加深基础性公益性研究、加强原良种保护基础设施建设、健全商业化育种机制以及加大产权保护和市场监管力度上下功夫。渔业主管部门、科研机构和种业企业应当各司其职、协同创新,共同推进我国现代水产种业发展。

As the upstream of fishery industry chain, aquatic seed is a strategic, fishery basic core industry, also the key factor to decide the modern fishery development. This paper describes the development of aquaculture seed industry in China, analyses the important function of scientific and technological innovation, the top-level design and industrial development which play in the development of aquatic seed industry. Aquatic seed still need to deepen the basic public welfare research, strengthen the original seed protection infrastructure, and improve the commercial breeding mechanism and increase the property right and market supervision efforts. The fishery administrative departments, research institutions and seed enterprises shall perform their duties, collaborative innovation, to jointly promote the modern aquaculture seed industry development in China.
