生态城市建设系统结构协调作用机理探析

生态城市建设,是围绕以人为主体的、开放的、复杂的城市系统展开的经济社会活动,具有健康、和谐、可持续的演进方式和发展要求。该系统由资源、环境、经济、人口和社会子系统构成,其社会经济形态与自然和物质空间形态相互依存、密不可分,均衡互补、共生共荣。生态城市建设应以追求系统结构协调为出路,根据不同发展阶段的实际状态有序调整各个子系统构成要素,以使其由复杂多变、无序起落转向相对有序演进、协调共进的发展。实践中,应以结构协调为主线,以现代科学技术为支撑,立足资源的承载力,符合环境的约束力和保障力,提高经济的竞争力和支撑力;凭借优良的资源环境发展经济,加强社会建设,依靠日趋增强的经济实力和日益提高的社会文明为生态环境的改善提供保障和支持。

The ever-increasing city ecological crisis of industrialism and urbanization makes ecological construction a historical and practical choice. Construction of ecological city launches from activities at the core of people-first, open and complex city system, with its healthy, harmonious, sustainable evolution mode and pro- gress requirements. The system is composed of resources, environment, economy, population and social sub- system, its social economic mode is mutually dependent with natural and material space. The eco-city building should take coordinated system structure as its outlet and adjust the elements of each sub-system orderly. In practice, structural adjustment remains the mainline, with the support of modern technology and the carrier of resources, under the restriction of environment. We should increase the competitive power of economy and strengthen social construction grounded by excellent resources and environment. Ecological environment can be improved by increasing economic power and improving social civilization.
