The Private Finance Initiative has provided the framework for the completion of a large number of capital projects managed by the public sector bodies. It secures value for money in the use of public resource and achieves a genuine transfer of risk to the private sector. PFI project shows a lot of benefits for the UK, Chinese Government also would like o use it to improve the public infrastructure.
私人率先融资计划(PFI)为公共部门融资问题提供完成资本项目管理的基本框架结构。PFI的运用能够促进资金使用效率最大化,同时将风险从公共部门转移向私营部门。PFI项目的使用为英国政府带来许多好处,中国政府也可以用它来进行公共基础设施的建设,比如林业产业。
