广西农村土地流转现状调查与对策分析——基于南宁、桂林7个乡镇13个村庄的调查

Land Circulation in Guangxi Rural Areas and Countermeasure Analysis: Based on Investigations of 7 Towns and 13 Villages in Nanning and Guilin

土地的有效流转有利于优化土地资源配置、提高土地利用率、促进农业结构调整、增加农民收入。对农业经济发展较为落后的广西地区进行农村土地流转情况的调研有利于探寻土地集约化经营及促农增收的良方。通过对广西7个乡镇13个村庄的样本调查及相关人员的访谈,结果表明:广西现阶段的农村土地流转仍处于初级发展阶段,土地流转市场发育不完善、管理机制不健全、当地农民观念滞后是调研区域土地流转存在的主要问题,应从积极培育土地流转市场、规范土地流转市场的管理机制、加大政府扶持力度等方面推动广西农村土地流转向健康方向发展。

Effective land circuIation is conducive to optimizing the allocation of land resources, increasing land use rate, promoting the adjustment of agricultural structure, and increasing the income of farmers. Investigations and researches of rural land circulation in underdeveloped rural areas of Guangxi help to find ways for the management of land intensification and the promotion of farmers income. According to the investigations and interviews in 7 towns and 13 villages of Nanning and Guilin, it is found that the current land circulation in Guangxi is still at the preliminary stage. Imperfection of the market, unsound administration and backward conception of local people are the major problems. It is necessary to cultivate effective market administration, normalize the management mechanism of the market, and enhance the governmental support in order to guide land circulation in rural areas of Guangxi to a healthy development
