我国科研资源分配不均等程度初探——对科研人员经费集中情况的分析 被引量:37

摘要 本文利用一项全国性抽样调查数据,对我国科研人员主持的科研项目经费数的集中程度进行了定量分析。结果显示,科研经费分配的集中程度较高:基尼系数达到0.867,近90%的经费集中在20%的科研人员手中。进一步的分析显示,以论文、专利为标志的科研产出的集中相对于经费而言是累退的;科研经费集中于担任行政领导职务的科研人员手中的情况也比较突出。这些发现表明我国科研项目经费的分配,的确存在不合理和过度集中的现象。 Using a national wide sampling data, this paper studied the inequality and concentration of R&D funds among Chinese researchers. The result shows that the inequality of R&D funds among researchers reaches an extremely high level. Gini coefficient of R&D funds is as high as 0. 867, and the top 20% “richest” researchers grasp 90% of all R&D funds. Further analysis shows that the concentration of R&D outputs is regressive to “rich” researchers, and administrative leaders grasp too much funds. In sum, the problem that R&D funds are over-unequally and unreasonably allocated does exist in China.
