对社会第三方检测机构参与环境现场监测活动管理模式的思考

Reflections on Management about the Third Party Testing Institution Working on In-site Environmental Monitoring

通过分析环境监测面临的形势与发展趋势、引入社会第三方检测机构参与环境现场监测活动的风险,以及现场监测活动自身特点,论述了当前社会第三方检测机构参与环境现场监测活动,应采用由环境监测站领受任务,制定监测方案,指派现场负责人,负责方案的具体实施和全程质控管理,第三方检测机构在现场负责人的指导下完成具体的监测工作,并在此过程中接受现场负责人监督考核的管理模式。提出,社会第三方检测机构参与环境现场监测尚需完善法律体制,提升现场监测监管水平,促进各级环境监测站职能转变。

Through the analysis of environmental monitoring situations,development trend,the risk of intro-ducing social third party testing institutions to participate in the activities of in-site environmental monitoring,and the characteristics of in-site monitoring activities,this paper discusses that the third party testing agencies in-volved in the current society in-site environmental monitoring activities should receive tasks from the environmen-tal monitoring stations,formulate monitoring plan,assign the in-site responsible person of his own agent to be re-sponsible for the specific implementation of plans and management of the whole quality control.The third party testing agencies should conduct the monitoring work under the guidance of the head of the environmental monito-ring station and should be subject to the supervision and review of the head.This paper puts forward the sugges-tions that,legislation should be improved,the level of field monitoring supervision should be enhanced,and the monitoring responsibility of different levels＇environmental monitoring stations should be adjusted as well.
