和谐理念视角下中国与东盟国家关系发展研究

A Study on the Development of China-ASEAN Relationship from the Perspective of the Concept of Harmony

和谐理念赋予中国-东盟关系发展的新视角:首先,它为双方关系发展提供价值追求;其次,它为双方关系发展提供秩序追求。虽然双方有发展和谐关系的基础,但现阶段双方发展和谐关系时遇到了几点阻碍:(1)东盟成员国对"和谐理念"认知有限;(2)东盟成员国内部之间矛盾重重;(3)东盟过于倚重权利政治平衡规则。而加强本国发展,推进国际制度建设,打造中国-东盟命运共同体,增强与大国的协调能力成为解决方式。

The concept of harmony gives CHINA - ASEAN relations a new direction ： First, it can provide value pursuit ; Second, it can provide order pursuit. Although both sides have the intention of developing harmonious relationship, there are some obstacles to it though. （ 1 ） The ASEAN member countries have limited cognition about the concept of harmony ; （ 2 ） The mem- bers have contradictions between themselves ; （3） ASEAN heavily rely on the rules of rights political balance. To settle these issues, we should strengthen the development of our own country, promote the international system construction, build China - ASEAN fate community, and strengthen the coordination with great powers.
