摘要
教育委员会制度是二战后日本教育行政民主化改革的重要组成部分,同时也是日本战后政治民主化改革的重要侧面,其变迁历程是日本战后整个教育行政改革的缩影,对研究日本教育行政走向具有重大意义。通过结合每一阶段颁布的相关法案,分析影响教育委员会制度变迁的政治、经济、文化、社会团体等方面的因素,梳理教育委员会制度在制度理念及其实施方面的发展历程,我们可以发现战后日本教育委员会在民主与集权间徘徊的发展理路。
The Board of Educational Institution was not only an important part of Japa- nese educational administration democratic reform after World War II, but also an impor- tant perspective of Japanese democratic reform.Its changes was the epitome and was of great significance to study the the trend of Japanese educational administration reform.Bas- ing on Ogawa Masahito' s and other Japanese scholars' researches, combining with every stage related bills, and analysising of factors affecting the board of education institution, such as political, economic, cultural, social groups and etc, I review the system concept and implementation of the board of educational institution.Basing on these studies, I finally point out that the logic of the development of the board of educational institution was its hov- ering between democracy and centralization.
