摘要
针对当前电力调峰困难,调峰调度优化和公平性不足的问题,提出调度"三公"模式下的调峰交易市场模型.所提出的交易模型包含2个关键部分:1)在"三公"调度相关规则的基础上,从公平角度建立了不同负荷水平下发电机组的调峰义务分摊模型,确定调峰交易的产权基础.2)结合现行运行规定,建立满足负备用需求的低谷调停及成本分摊模型、可提升系统负荷率的优化调停交易模型和日前调峰交易模型.所提出的调峰交易市场模型较好地解决当前燃煤机组调停与深度调峰激励不足和成本无法得到补偿的问题.基于浙江电网的实际算例验证提出的模型可以适应市场出清面临的计算问题,表明了实用性.
The peak-load regulation market model was analyzed conforming to the principles of openness,equity and justness in order to handle the difficulty in achieving electricity peak-load regulation resources,insufficient optimization and lacking of equity in peak-load dispatching.Two key parts were included in the proposed model.1)the allocation model of peak-load regulating obligation for generators under different load levels was proposed from the view of equity based on the rules of"Three Equity"dispatching,The basis of property right for the peak-load regulation trading was obtained.2)the start up/shut down regulation and cost sharing model in valley load time for satisfying the negative reservation constraint,the start up/shut down trading optimization model for improving the system load factor and the day-ahead peak-load regulation trading model for improving the system peak-load regulation were proposed based on the current rules of regulation.The proposed peak-load model can solve the computability problem in the market clearing,and handle the main issues in the current peak-load regulation market.Case studies were performed on Zhejiang power grid verified the effectiveness of the proposed model.
