摘要
智能配电网规划就是应用各种智能化技术来保证配电网经济、高效、安全、可靠地运行并消纳高占比的可再生能源,以此延缓对传统一次设备的扩容需求。文章基于第23届国际供电会议(CIRED 2015)规划分会(Session 5)(简称CIRED2015-S5)中的相关文献,首先介绍了消纳高占比可再生能源的主要智能配电网规划技术,包括动态调整分布式电源(DG)接入容量、动态削减DG发电出力、动态评估需求侧响应容量价值、基于高级量测系统(AMI)的智能配电网规划,以及配电网络与通信网络协同仿真等;其次给出了智能配电网规划的投资策略案例;最后介绍了新型配电网规划和仿真工具及其研发的必要性,以期为中国智能配电网的规划与发展提供参考与借鉴。
The Smart Distribution Planning( SDP) guarantees to accommodate the high shares of renewable energy economically,efficiently,securely and reliably by means of various smart technologies so that the investments for increasing capacity of the network primary devices can be delayed. Based on the relative discussions and reports presented at the Session 5 of the 23 rd International Conference and Exhibition on Electricity Distribution( CIRED 2015),the paper firstly introduces the key technologies involved in this area including dynamic adjustment of the access capacity of distributed generation( DG),dynamic curtailment of DG generation,dynamic assessment of the value of demand-side responding capacity,SDP based on Advanced Metering Infrastructure( AMI),and coordinated simulation between distribution networks and communication networks. Secondly,several applications of investment strategy in SDP are presented;and finally the novel tools for distribution network planning and simulation are introduced. Hopefully,it can provide effective samples and useful experiences for planning and development of the smart distribution network in China.
