摘要
公共体育服务的人力资源体系在很大程度上依赖于科学的人才开发和管理机制,作为公共体育服务重要的人力资源基础,美国社区体育志愿者已经在体育发展中发挥重要作用。运用文献资料、比较分析、案例分析等方法,立足于美国社区体育志愿服务的社会文化背景,研究美国公共体育服务中的社区体育志愿者管理模式。认为美国社区体育志愿服务的成功之处在于形成了完善的组织和法律保障制度、精细的志愿行为规划制度、多样化的志愿者招募与管理制度、科学的志愿者培训体系、制度化的评价与激励制度。结合我国的基本国情,提出对我国的启示:立足不同群体,以多元手段推动社会的志愿文化形成;完善社区体育志愿者的组织体系和法律保障;建立完整的社区体育志愿者管理和运行模式;明确督导、志愿工作的责权范围,建立制度化的评价与激励机制。
The human resource system of public sports service depends largely on the scientific talent development and man- agement system. As the important human resources base of public sports service, the American community sports volun- teers have played an important role in the development of sports. This paper used literature, comparative analysis, case a- nalysis and other methods, to research into the management mode of community sports volunteer in American public sports service. It was believed that the success of community sports service in the United States was the formation of a perfect organization and legal protection system, a fine voluntary behavior planning system, a variety of volunteer recruitment and management system, scientific training system, and evaluation and incentive system. Promoting the formation of social culture by multiple means could improve the organization system and legal protection of community sports volunteers, establish complete community sports volunteer management and operation mode, clear the supervision and volunta ry work, and establish the evaluation and incentive mechanism.
