反腐倡廉建设,是执政的中国共产党面临的重大课题,也是和平条件下人民解放军建设的重大课题。社会主义革命和建设时期(1949-1978年)是我军反腐倡廉建设探索与发展时期。这一时期,我军反腐倡廉建设经历了新中国建国初期的全新探索、全面建设社会主义时期的曲折前进、"文化大革命"时期的内乱挫折、两年徘徊时期的初步整顿等发展阶段。纵观这一时期,在党中央、中央军委的领导下,针对不同发展阶段党和军队建设的新形势、新任务、新情况、新问题,军队反腐倡廉建设进行了新的探索,有了新的发展,积累了宝贵的经验。

The anti-corruption is a major issue for the Communist Party of China, and also an impor- tant task for the PLA under the conditions of peace. Our armyrs anti-corruption has gone through a long period of exploration and development. This period may be divided into the early days of our country＇s foundation, the period of socialist construction, the period of ＂Cultural Revolution＂ and the period of two yearsr wandering. Throughout this period, our army＇s anti-corruption was undergoing new exploration and new development under the leadership of the Party Central Committee and the Central Military Commission. In a word, good exploration is made in our army＇s anti-corruption and profound lessons are learned.
