摘要
为解决我国安全生产信息传播工作缺乏系统性的问题,基于我国安全生产特征,借鉴国内外信息传播相关研究成果,建立安全生产信息传播媒介模式。根据对不同层次人群的现场调查结果,构建包含4个一级指标和15个二级指标的安全生产信息传播效果评价体系。该体系被某企业用于开展新《安全生产法》宣传工作,将宣传内容、宣传人员和宣传方式实行分众设计,使得宣传资源得到合理的利用。运用AHP法对评价指标进行重要度排序,得出影响宣传效果的主导因素为宣传内容适用性、宣传时间投入、宣传内容易接受性、宣传资金投入和受众安全行为改变率。运用二级模糊综合评判确定宣传效果评价等级。
To solute the problem that information dissemination on work safety is not immethodical in China, on the basis of both characteristics of safety production and relevant abroad research results on information dissemination, a media model was built. An effect assessment system, including 4 first-level evaluation indicators as well as 15 secondary-level evaluation indicators, was established based on the site survey on different groups. Thus, an integral information dissemination work system was formed. This work system was applied by an enterprise to propagate new Safety Production Law, demassification design was made for propaganda content, propagandist and propaganda approach, which makes the propaganda resources utilized rationally. Importance degrees of assessment indexes were sorted with analytic hierarchy process, leading factors affecting propaganda effect were obtained, including applicability of propaganda content, propaganda time, acceptability of propaganda content, and propaganda funding. The assessment level of propaganda effect can be determined by two-stage fuzzy comprehensive evaluation.
