船舶压载水公约现状及履约对策浅析

Analysis of the Current Situation of Ship Ballast Water Convention and the Implementation Countermeasures

为了控制和防止船舶压载水传播有害水生物和病原体，国际海事组织（IMO）于2004年2月在英国总部通过T（（2004年国际船舶压载水及沉积物控制和管理公约》（以下简称《压载水公约》），防止船舶压载水中水生物的扩散对海洋环境造成毁灭性打击。介绍压载水公约的现状和主要内容特点，并就公约的履约困难进行简要分析，提出相应的履约对策和建议。

In order to control and prevent the spread of harmful aquatic organisms and pathogens in ballast water which is harmful to the environment and resources by controlling and managing ship ballast water and sediments, the IMO approved the In- ternational Convention for the Control and Management of Ship Ballast Water and Sediments in February 2004. The current situa- tion and the main content of ballast water convention was introduced, and the corresponding based on analysis of the implementation difficulties.
