摘要
梳理相关国际公约对海船最低安全配员的要求,分析我国海船安全配员在实践中面临的问题。研究发现,我国配员规则在管理理念上与国际通行做法存在差异,未涉及相关国际公约中关于新增职位的配员要求;同时,港内作业拖船和公务船配员要求与行业实践存在差异。基于此,对我国的配员规则提出修订建议,使其与国际公约和国际通行做法相接轨,使我国海船配员标准与行业实践相适应,使配员管理制度更加科学、合理。
Requirements for minimum safety manning on board sea-going ships under related international conventions is summarized and problems that China is facing when implementing minimum safety manning regulations is analized.It is found that there is a gap between Chinese regulations on manning and the international regulations.In Chinese regulations,there are no requirements on ETO,ETR and other new posts that are required under related international conventions.Chinese regulations on manning of tugs working in port and public service ships are different from practice in the industry.Suggestions on revising minimum safety manning regulations of China are proposed,in order to coordinate them with international conventions and common practice and make them more rational.
